Inexpensive NJ Wedding venue? - outside ceremony decorations

Looking for a Place of marriage cheap, but good for a reception. In a household and looking forward to no more than $ 60 to spend for a dinner buffet to open bar (the / the view, wine and beer only) and a cocktail. Is it possible in this state w / o doing anything from me? I know it is too much emphasis on food and decorations myself.

I think we will have to 100guests, and would be a bonus if the city a place for the ceremony.
